On Tuesday, Biden is likely to impose a restriction on Russian energy imports.

According to three people familiar with the decision, President Joe Biden is set to impose an embargo on Russian oil, natural gas, and coal imports to the United States on Tuesday.

Due to dispute among European states over whether to prohibit Russian energy imports, the US will act unilaterally, without the support of its European allies. The EU has a much greater vulnerability to Russian energy than the US.

Given the intense political pressure in the United States, US authorities felt that they could move without the coalition and avoid causing severe problems.

At 10:45 a.m. ET, Biden is slated to speak about the next steps. The impending move was initially reported by Bloomberg.

A representative for the Treasury Department declined to comment.

Imports from Russia account for a tiny percentage of total energy imports in the United States (approximately 8% in 2021), with crude oil accounting for only about 3%. Officials said White House economic officials have been discussing how to handle any move to halt certain imports for more than a week.

According to one official, those efforts have intensified in recent days as it seemed nearly apparent that the US would impose a ban this week.

Top American allies have said in public and private conversations that if the US targeted Russian energy imports, it would likely act alone. This generated its own concerns at the White House, as officials are reluctant of taking any action that would splinter the carefully orchestrated alliance that has served as the response's focal point thus far.

Putting off a ban, however, became impossible due to political pressure from both Republicans and Democrats.

"It's a little percentage of the energy coming into the United States, but it's vital for western Europe," Delaware Sen. Chris Coons said on CNN's "New Day" Tuesday morning.
